Why might a company refuse to paint before clearance?

Because paint can seal residue under a new coat and get in the way of clearance testing. A careful provider will insist on testing first and cosmetic work after. Refusing to paint early is usually a sign the company understands the process. It is not a way to add cost or delay the job.

How can I judge a sample clearance package from a provider?

Look for a map of sample spots and lab reports with chain-of-custody forms. Look for a description of what was removed and cleaned, what was done to the ducts, waste records, and photos. Private details should be removed. A package with only a letter saying the job passed, and no lab data, gives you little to show a buyer or agency.
